Andover Man Arrested on Sexual Abuse Charges

As the result of an investigation by the New York State Police Bureau of Criminal Investigation (BCI), Earl N. Witter, age 62 of Andover was arrested Friday on a charge of Engaging in a Course of Sexual Conduct Against a Child in the 2nd Degree (a class D Felony). State Police Investigator Scott Cicirello said in a press release that the arrest stems from an investigation where the alleged conduct occurred over a two year period in the Village of Andover. Witter was processed and arraigned in the Town of Friendship Court in front of Judge Szucs. He was remanded to the Allegany County Jail in lieu of $40,000 cash bail or $80,000 bond. Witter is to appear in the Village of Andover Court at a later date in February. State Police B.C.I. was assisted in this case by the Southern Tier Child Advocacy Center and the Allegany County District Attorney's Office, ADA Tom Fuoco.
