Livingston County, when troopers found that the operator Andrew J. Bell, 39, of Saint Paul Street in Rochester, NY was allegedly in possession of a quantity of Heroin, Crack-Cocaine, and Cocaine, all packaged for individual sale. Andrew Bell was arrested and charged with 3 separate counts of Criminal Possession of Controlled Substance in the 3rd degree with intent to sell/prior convictions, a class ‘B’ felony. Bell was arraigned in the Town of North Dansville Court and sent to the Livingston County Jail with no bail.
Shortly after Bell was arrested state police conducted a second traffic stop near the 7-11 gas station located on East Naples Street in the Village of Wayland, County of Steuben. Troopers said they found the operator Rashard Witcher was in allegedly in possession of a quantity of Oxycodone pills, Heroin, and Crack-Cocaine which was
packaged for individual sale. Rashard Witcher was arrested and charged with 2 counts of Criminal
Possession of a Controlled Substance 7th Degree, a class ‘A’ misdemeanor and 2 counts of Criminal Possession of a Controlled Substance in the 3rd degree with intent to sell, a class ‘B’ felony. Rashard Witcher was arraigned in the Village of Wayland Court and sent to the Steuben County Jail on $100,000.00 cash bail and $200,000.00 property bail. A passenger of Witcher’s vehicle, Ronnie Bridgewater, 26, of Bartlett Street City of Rochester had an active Bench Warrant out of the City of Elmira and was turned over to the City of Elmira Police Department. New York State Troopers from various Troop ‘E’ Barracks and the New York State Police Bureau of Criminal Investigations (BCI) along with the Steuben County District Attorney Brooks Baker aided in the investigation.Inv.
