Willing: Two men arrested after violent altercation, shots fired - UPDATE PHOTO

State Troopers and the Bureau of Criminal Investigation arrested Brian J. Black, 41 of Willing, NY (lower photo) and charged him with 1 felony count of Criminal Possession of Weapon 2nd Degree and 1 felony count of Reckless Endangerment 1st Degree.  Police said Rickie A. Moultrup, 38 of Alma, NY (shown in top photo) was charged with  1 felony count of Assault 2nd Degree, 1 felonycount of Criminal Mischief 3rd Degree and 1 count of Criminal Possession of a Weapon 4th Degree.
On March 20, 2016 at approximately 3:30 a.m., Allegany County 911 dispatched Troopers to a dispute on State Route 248 in the Town of Willing (near Hallsport) with a report of a gun being fired.  Investigation at the scene revealed that two male subjects became involved in a physical altercation when one male subject returned a female resident home to that address.  During the altercation Moultrup allegedly started striking a vehicle with a claw hammer and then struck Black.  The altercation continued and Black allegedly discharged a pistol, which struck the windshield of a vehicle.  As a result of the investigation police arrested both Black and Moultrup.

Both men were arraigned in the Town of Willing Court and they were both remanded to the Allegany County Jail on $5,000.00 cash bail/$10,000.00 bond.  Troopers said both men had “Stay Away Orders of Protections” issued at court as well.
