Allegany County men arrested during traffic stop on I-390

INTERSTATE 390 AVON:  Sheriff Thomas J. Dougherty reports the arrest of two men on drug related charges following a traffic stop on Interstate 390 in the Town of Avon. On April 22, 2016 at approximately 8:48 p.m., Deputy Sheriff Shawn Whitford of the Livingston County Sheriff's Office, assigned to Operation Safe Interstate, observed a motorist allegedly commit a traffic violation while entering onto Interstate 390 in the Town of Avon. The deputy identified the operator as 26 year old Joseph G. Gagne of Angelica, NY (left side photo).  A roadside investigation led to Gagne being placed in custody for Driving While Ability Impaired by Drugs.  Gagne was also found to allegedly be in possession of heroin. The passenger was identified as 38 year old Douglas J. Osborn of Birdsall, NY.  Osborn was allegedly in possession of ten hypodermic instruments. Deputy Sheriff Matthew Thomas of the Sheriff's STOP-DWI Unit responded to the scene.  Osborn was taken into custody for Criminal Possession of a hypodermic instrument. Both men were transported to the Livingston County Sheriff's Office headquarters in Geneseo.  Gagne was charged with Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the Seventh Degree.  Gagne and Osborn were turned over to Deputies at the Livingston County Jail for processing and to await arraignment. Gagne and Osborn were both arraigned in Avon Town Court before Judge Piampiano on April 23rd. Gagne was held on $1,000 cash or $1,500 bond.   Osborn was held on $500 cash or $1,000 bond.
