Call to Order: The meeting was called to order at 2:00 p.m. by Planning & Economic Development Committee Chairman Debra Root.
Approval of Minutes
A motion was made by Legislator Jessup, seconded by Legislator LaForge, and carried to approve the Planning & Economic Development Committee minutes with the following amendments for August 17, 2016:
Under “Call to Order” Public Safety was changed to Planning & Economic Development.
Wellsville, New York, Town Board Councilman Jon Gardner attended the meeting to discuss with the committee the pending Walmart Project. Mr. Gardner stated he has been in touch with the manager of Walmart in Arkansas who is overseeing the Wellsville, New York, project and has been told at this time it is still on the approved list; however, the project is being re-evaluated for development cost, length of time to build, and how long it will take to break even. Mr. Gardner stated they are unsure of which direction the decision will go, but any show of support from Allegany County will help in ensuring Walmart makes it to Wellsville, New York. A motion was made by Legislator Laforge, seconded by Legislator Jessup, and carried to show full support of Walmart being developed in Allegany County, New York. Planning Director H. Kier Dirlam submitted his monthly report to the committee for review. Mr. Dirlam congratulated the Town of Alma on the completion of their Comprehensive Plan, which is the first one for this town. Mr. Dirlam wanted to make the committee aware of the efforts from all employees of Planning & Economic Development since the resignation of Jack Wood, and noted they are in full support of continuing the completion of Mr. Wood’s outstanding projects. Mr. Dirlam noted they recently attended the celebration of Saxon Glass’ 20 year anniversary and Hi-Tech Ceramics’ 35 year anniversary and congratulated both local industries on their longevity in the community.
Allegany County Website
Planning Director H. Kier Dirlam and Planning & Economic Development Committee Chairman Debra Root provided an update and viewing of the Allegany County website. Both Mr. Dirlam and Committee Chairman Debra Root are very pleased with the progress and noted the new website is a responsive design; therefore, can adapt to any mobile device or tablet. Website developer Mason Digital continues to work on the overhaul of this project, and Mr. Dirlam anticipates a target date of October 1, 2016, for live viewing.
IDA Executive Director
Economic Development Executive Director Craig Clark submitted his monthly report to the committee for review. Mr. Clark announced that he has recently been named Executive Director for the ACIDA (Allegany County Industrial Development Agency) effective September 8, 2016. Mr. Clark wanted the committee to know he has spoken with the members of the Industrial Development Agency Board to make certain all are working together and moving forward with all outstanding projects of Mr. Wood. Mr. Clark stated they are making good progress with both the Waterline Project and Crossroads Development.
Industrial Development Agency and Industrial Commercial Incentive Board Appointment
The IDA recommends that Randy Shayler of Wellsville, New York, fill the remainder of Jack Wood’s four-year term expiring December 31, 2017, as a member of the Industrial Development Agency and Commercial Incentive Board. If the Committee desires to appoint Mr. Shayler to the Industrial

for the remainder of a four-year term commencing immediately and expiring December 31, 2017. A motion was made by Legislator Healy,
seconded by Legislator LaForge, and carried to appoint Mr. Shayler to the
Industrial Development Agency and Commercial Incentive Board. Prepare
Greater Allegany Chamber of Commerce Executive Director Gretchen Hanchett submitted her monthly report to the committee for review. Ms. Hanchett stated they have purchased the trail cams, and the first location for placement will be Trout Run as there is an eagle’s nest and beaver dam located there. Any pictures from the trail cams will be sent to website developers and uploaded to YouTube. Legislator Healy questioned if there are State and/or Federal restrictions on the placement of trail cams. Executive Director Craig Clark stated they cannot be placed within 700 feet of an eagle’s nest. Planning & Economic Development Committee Chairman Debra Root asked if there should be a notice that trail cams are placed in the area. Ms. Hanchett stated she is unaware of requirements to do so but will look into it and make sure they are following all guidelines.
Employment and Training
Employment and Training Director Reita Sobeck-Lynch submitted her monthly report to the committee for review.
Transfer of Funds
Employment and Training Director Reita Sobeck-Lynch requested a resolution to approve a transfer of funds in the amount of $2,750. The reason for this transfer is because of an overestimated number of participants in the Summer Youth Employment Program that enrolled in the Retirement System. The funds should be transferred as follows:

This request was approved on a motion made by Legislator LaForge, seconded by Legislator Jessup, and carried. Refer to Ways and Means
There being no further business to come before the committee the meeting was adjourned at 3:01 p.m. following a motion by Legislator LaForge, seconded by Legislator Hopkins and carried.
