Gov. Cuomo: Utilities can't charge dead people

Governor Andrew Cuomo signed legislation Tuesday that will keep phone, cable, and utility companies from charging early termination fees when service has been discontinued due to the death of the customer.  The Governor called the practice “heartless and inappropriate.”  The new regulation applies to landline and cellphone providers, cable, television, internet, power and water companies.
