Press release: Wellsville Police Escape




On Wednesday, at approximately 2:00 p.m., Billy Jack Howard, age 38 from Wellsville, was observed by a Wellsville police officer on North Main Street near the hospital. The officer advised Howard that he had a bench warrant out of Village Court for failing to pay a fine on a previous charge of Aggravated Unlicensed Operation [of a motor vehicle] in the third degree, a misdemeanor.  Howard surrendered to the officer and was transported to the Wellsville Police Station for processing.  When Howard was being let out of the patrol he fled on foot to the walk bridge behind the station which leads to Island Park and West State Street.  Additional Wellsville Police units responded to the park and West State Street area and the Wellsville MS/HS were notified of the situation.  Following a citizen report of Howard traveling through back yards officers began to comb a wooded area on foot. Howard was observed by an officer in a side lawn of a West State Street residence.  The officer identified himself as a police officer and ordered Howard to stop.  Howard then fled on foot, the officer gave chase on foot but Howard eluded the patrols.  With the support of the Allegany County Sheriff’s Office, New York State Police and  SUNY Alfred Police a perimeter was established in the area and a State Police K-9 was called in to assist in the search.  At approximately 4:00 p,m, the search for Billy Jack Howard was called off and routine patrols were resumed.  Billy Jack Howard poses no known threat to the public at large, however suspects wanted buy the police can be unpredictable.  There were ample police units in the West State Street area to provide safety to the residents and pedestrians of the West side of the Village.  Billy Jack Howard is known to the local police and we are following up on several leads which have come in since his escape.  Police have applied for an Arrest Warrant for Escape 3rd and Resisting Arrest.  Anyone with any information as to the whereabouts of Howard is asked to contact the Wellsville Police Department at (585) 593-5600.
